Steve Pitcher may have nailed this right on the head.

And, IBM has this process well documented. It was originally intended for
upgrading from V5R4M0 to V5R4M5 and 6.1.0 to 6.1.1 but it's a great
process to start out at the latest resave. It's also used by those
running early ship code to get to GA code.

First, get the latest 7.1 resave. It will have the latest TR on it.
Basically you only need 2 of the discs: I_base_01 and B_####_01
Next, follow these simple instructions.

I've done it scads of times.

The usual caveats apply:
- Make sure you have a backup.
- If you customize IBM commands you will have to recustomize them.
- You still need to apply the latest cume and groups. The latest resave
is not "at that date and time".
- After you reapply the PTF's, apply them permanently to prepare for the
upgrade.
