if you already have the LIC and OS loaded, do a DSPTAP to print to get the contents of the tape.

for user libraries start with RSTUSRPRF then libraries QSYS2,QUSRSYS,QGPL.

after that I would try using the following part on the RSTLIB command

*ANY
Restores the first version of all saved libraries found on the
tape beginning with the sequence number specified for the
Sequence number (SEQNBR) parameter, or restores all saved
libraries found on the optical media in the directory specified
for the Optical file (OPTFILE) parameter.
</snip>

i do not recall trying that option so if it gives problems reference the list of libraries on your print out from above and start the tedious RSTLIB from that listing.

when done remember to RSTDLO and RST for the IFS then RSTAUT.

that should be pretty close.
