A quick test shows that the AllowUsers directive in the sshd_config file
works. I didn't try the AllowGroups but that might work also.

I added AllowUser kevin2 to
/qopensys/QIBM/ProdData/SC1/OpenSSH/openssh-4.7p1/etc/sshd_config and
after that kevin2 could open a session, but kevin couldn't. Removed it
and both kevin2 and kevin could open sessions.

i'm pretty sure that ssh allows for denying(allowing) access.
Time to find out if the version ported to IBM i has the capability.
