I have done similar projects for a few parishes in LA. We didn't annotate,
but we do have to redact most of the info. Mortgages, civil, criminal,
maps, etc. Sounds the same

Instead of putting everything for one single docket in one document, we
have the many documents listed on a web page with a description and link to
the actual document/image.

We also forward this info to the state portal web site and it's similar
(with hotlinks back to the originating parish's website).

If you need to book mark like you say, and make one big document for each
docket, I would get on a Ghostscript or other PDF forum/group/mailing list
and start looking around and asking there.
