... that's exactly your problem!!! you don't use the best tool for the job!!!
you've started to try to externalize I/O and choosed a programm as your tool, if you would have choosen a SRVPGM with it's multiple entry points, it would have been no problem to enhance the first shot of the interface, to add some more exported procedures to match the needs.
For the implementation you have choosen RLA - again the wrong tool. Just thinking about the requirements, you would have recognized, that SQL CLI would be the best tool for the job. But as you seem to be limited to RLA, now you try to blame others, who are recommending SQL as ignorant. It's all the same to me, if somebody else is preferring RLA over SQL, have a look to the world outside of the AS400 Ghetto, sit down in your chair, thinking: They all aren't using the right tool for the job.
