Your window admins should write some batch/powershell scripts.

Enumerate machines
For each machine
Enumerate registry key \hkey_local_machine\software\odbc\odbc.ini
For each entry
retrieve Driver value
if Driver value contains cwbodbc.dll
set Signon value to 4

This assumes system level DSNs. If you do user based or both, then you also have to enumerate \<every user>\software\odbc\odbc.ini

I think you mean 446, but that's only used by the DB2 Connect driver.

The IBM i Access ODBC driver uses the IBM i host servers and associated
ports:
