Data is not modified? What would that be, a table a state id's or some
such thing? Or you do a CPYF to purge some rows to history and you want
to ensure that history can only be added to and not deleted nor modified?
Perhaps also for transactional logging?

Well, in temporal tables the history file actually gets the "Allow Write"
and the "Allow Update" turned off. You are allowed to read it. You are
also allowed to delete to purge off old rows. The writes and updates are
then restricted to APIs only accessible by IBM.

As one person remarked there is the more traditional authority commands
but those are easily overridden by someone with *ALLOBJ.

Also, is it RCAC (Row and Column Access Control) that allows you to
"CREATE PERMISSION" and "ACTIVATE ... ACCESS CONTROL" so that even someone
with *ALLOBJ and *SECADM could not look at the data in a particular file?
Not sure that pertains to writes but they sure can't update if they can't
read it, correct?
