This is flawed in so many ways.
1 - it is ineffective. CHGUSRPRF and a host of other ways to do the same
thing (such as IBM Navigator for i).
2 - Any release upgrade will restore WRKUSRPRF.

Your system audit logs should trap this. Find out who did it, and from
what IP address, and kill them. For example if QSECOFR did it but he did
it from an IP address always used by a session on TIM's PC, kill TIM.
Audit logs record IP address.

Have an ongoing frequent periodic audit of all users with such authority.
This allows you to catch it before audit logs roll over. There are sql
based IBM i services to retrieve this information.

You could also log the use of CHGUSRPRF. You could even put an exit point
program on the command and if they have a suspicious special authority
notify you. I've done command exit point programs. They aren't too hard.
QSECOFR signs on you can bet I am going to get a copy of his joblog PDF'd
and emailed to me.
