From announcement letter:
“The new Power Systems HMC virtual appliance for POWER-based systems gives clients additional flexibility to deploy an HMC on an IBM Power® server to manage other Power Systems servers. Clients provide the server hardware and PowerVM® virtualization to host the IBM-supplied HMC virtual appliance.”
I suppose you could manage the server it is running on but it could not be your only HMC. You would still need another HMC to be able to create the LPAR for the HMC to run on and then how would you manage system outages, restarts and such?

Do you have any documentation which states that it's only intended to
manage other power systems and not the one it's running on?
With our recent bad luck with remote HMC connection I'm not too keen on
this.

The vHMC running on POWER will only be able to manage OTHER POWER systems,
not the system it is running on.
The new HMC appliance based on POWER8 will function just like the current
HMC.
I’m curious to see how IBM prices the new HMC HW. If it’s more than the
current HW, then they will shootthem selves in the foot on their POWER is
less expensive marketing message.

I'm wondering how this slices and dices disk. For example, on my Power
8's I have one mirrored pair for VIOS1 lpar. Another mirrored pair for my
VIOS2 lpar. And 60+ SSD's all controlled by my IBM i based hosting lpar
which serves up virtual disk to the rest of my guests of IBM i and AIX.
So, where does this HMC lpar fit into all this?
