We had similar issues with FTP, multiple nics and/or interfaces.

Adding a static route resolved the issue.

Are you performing a standard FTP or sFTP or FTPs?

A: This is standard FTP.

Do you have multiple NIC's on your iSeries? If so, try adding a host route on the iSeries forcing our the correct NIC. I have seen where the client bound to a NIC that >did not have internet access and not to the one that did. Host route can force the interface to use.
Example:
Route Subnet Next Preferred
Opt Destination Mask Hop Interface
*DFTROUTE *NONE 10.90.90.254 *NONE
10.20.1.2 *HOST 10.90.90.254 10.90.90.101

A: I forwarded your suggestion to the operations manager. He informed me that the vendor is using Rackspace to host the files, and gave this reply:

We already force the transmission to a specific "preferred" NIC. And it definitely has internet access.
I also tested it yesterday going to a different "next hop", & it also failed.
