Are you trying to connect manually (sorry - couldn't think of any other way to describe it) In other words
ftp ipaddress
and press enter
then it should come back asking for the user name after you transmitted that enter the password
OR
Is this a script you are using
And you are looking at the log

Answer: We tried both.
We have a program that runs using a script.
When we look at the log we see the error.
I also tried going to a command line and running FTP 'theurl'
It sits for a long time and gets the error.
The production system had this problem all along.
The test system worked up until last Tuesday. We had a process running, and the file was transmitting.
Last Monday, I did the FTP 'theurl' command using the test system, as part of my research on the problem in production.
At the time, I was prompted for a user name/password.
The file transmitted Tuesday night. Then, on Wednesday, FTP 'theurl' stopped working on the test site also, and I saw the error onscreen.
Wednesday night when the automated process kicked off, the error occurred in the log.
