The error is telling you that you have input some bad conditions (other
than the *ALL). From the IBM documentation: "The user name can be specified
as USRPRF(*ALL) or USRPRF(generic-name) only when TYPE(*BASIC) and
OUTPUT(*OUTFILE) are specified."

Type DSPUSRPRF, but instead of Enter, press F4. Now you should should have
a chance to specify the TYPE and OUTPUT parameters.
