I think there is a good chance that somebody accidentally started QBASE,

What is the value of

Also
DSPSYSVAL QSTRUPPGM

You will see a section like this:

QSYS/RTVSYSVAL SYSVAL(QCTLSBSD) RTNVAR(&CTLSBSD)

'QCTL QGPL ')) THEN(GOTO CMDLBL(DONE))

QSYS/STRSBS SBSD(QBATCH)
MONMSG MSGID(CPF0000)
QSYS/STRSBS SBSD(QCMN)
MONMSG MSGID(CPF0000)
DONE:

Yes, I see exactly that.

QBATCH is currently empty as there are no batch jobs running, but they do
run in QBATCH. The current list for QCTL is as follows:

* Opt Subsystem/Job User Type CPU % Function Status
*
* QCTL QSYS SBS .0 DEQW
*
* QSYSSCD QPGMR BCH .0 PGM-QEZSCNEP EVTW *

and a pile of users in QBASE...

*Opt Subsystem/Job User Type CPU % Function Status *
* QBASE QSYS SBS .0 DEQW *
* XX XXXXX INT .0 PGM-XXXXXX DSPW *
* XX XXXXX INT .0 PGM-XXXXXX DSPW *
