Time will tell. We all know IBM's issues with their record keeping. The
customer is registering a complaint with IBM against the BP.

If you were licensed for it on your previous system and the BP did not
transfer the license to the new system, you still own the entitlement and
IBM has record of it. Check the software entitlements of your old system
serial # it should be there. Another way to check for entitlements is to the
run the electronic Proof of Entitlement report under the Data Report tab.
This will list ALL entitlements (for Power) owned by a customer. Assuming
you do find it, you can transfer the entitlement to the new system yourself
and get it will generate the key.

One of my clients ran into the same issue with a well known BP. The new box
was installed late last November. In December, I got a call that the BP
employee wanted to modify the QSTRUP program and wondered if PDM was
installed. I gave him the WRKLICINF command, and then thought that the BP
should have known how to get that information.

Anyway, last month, the client needed some coding done for the first time in
over a year. Of course, PDM didn't work, but I was able to manage with EDTF.

I raised the issue with the client, and the next day, he called back to
report that the BP had told him he needed to work directly with IBM, and
that the BP had hinted that since he had already been paid by IBM, it wasn't
his problem.

Another of my clients had been working with the same BP for a new box, but
not anymore.

I did check there before updating, and downloaded all the keys it
listed after the upgrade. For some reason, that one wasn't included.
