I just used this technique for an ACH project to email remittance
advice(s).

I created the graphic, roughly 8 1/2 x 11 page with logo, lines and some
text on it.

Printed from my graphics program to afpds printer driver installed on my
pc 300dpi, to a pc file.

Used System i Navigator to select and upload/create the overlay to a
library on the i.

Override the printer file (output to pdf file in ifs) to use the overlay.

Works slick!

No 2rd party software required (unless you count my graphics program)

We are on 7.2.

For those who do the trick of using the AFP printer driver on their PC
for
generating overlays, move the file to IBM i and do some gyrations on it
and
eventually run CRTOVL you'll be pleased to know that we are running 7.3,
we do not have 5770-AFP installed and we still have the CRTOVL command.
