Some other ideas to try are:

- Include a callback function on the storlines() call, just to see if
"observation" influences the result. The callback function could
either print out the line just sent or dump it to some log file. It
would be interesting to see if this shows the lines being sent in the
correct order despite the lines arriving out of order (you could use
the callback in conjunction with Wireshark and see if it agrees with
Wireshark; if it doesn't, that would be pretty interesting!). To me,
it's conceivable that having the callback function would not only
serve a diagnostic purpose, it would also potentially disrupt whatever
buffering/caching mechanism is reordering the lines (and thus possibly
cause the reordering effect to go away).

- Use some other FTP client rather than Python's ftplib, such as the
one that comes with Windows, or WinSCP. If you do this, Python could
still be used as the scripting language, or you could use PowerShell
or the .NET interface to WinSCP.

I guess the bottom line is there are lots of options. No doubt
something will work. The callback idea in particular is another one of
those "really quick, can't hurt to try" measures.
