This looks like a mistake in the midrange wiki to me -- public is going to need at LEAST *X authority to /home, otherwise users won't be able to access their home direcrtories. I would probably grant it *RX authority unless it's really important that one of your users can't see the names of the other users (which is about all adding *R would do in this case.)

Honestly, I doubt that particular line of code in the wiki has ever been tested... I suspect that pretty much everyone who has ever used that page already has a /home directory when they start.
