I agree with what Jim said, though I would take at least one more
thing into consideration: familiarity and skill in the respective
languages. I know it sounds backward-thinking, but it's expensive,
time-consuming, and painful to start over in something new. I don't
mean to discourage learning or adoption of new things. All else being
equal, I do think RPG is probably the better language, with better
prospects for the future. But if you have tight deadlines, sticking
closer to what you know is a justifiable choice. Especially since the
nature of ILE is such that you can mix and match RPG and Cobol pretty
easily. (So if you do decide to incorporate more RPG later, you still
can.)
