From the Access Client Solutions page you can find directions on how to find
the software and get it. IBM almost managed to hide it so well that it
could not be found, but not quite.

Client Access is not supported (nor does it work very well) on Windows 10.
If you manage to get it to work at all it usually requires you to
emulate
Win7 mode on installation.
Use the Access Client Solutions instead.
