I ran with that. The library is a "Q" library. The name of the job
queue
begins with a Q also. So I ran
crtjobq qwebqry/qrob
SBMJOB CMD(DSPJOB OUTPUT(*PRINT)) JOB(TESTJOB) JOBQ(qwebqry/qrob)

WRKJOBQ now shows:
Queue Library Jobs Subsystem
QROB QWEBQRY 1
QWEBQRYJQ QWEBQRY 2

The new job shows up in the job queue with the service but not the other

two jobs.

Since you created that job queue, have you compared the
authorities of the two job queues?
