Are you trying to put a new copy out there and get it to use the new copy?

Actually yes, creating a new version of a service program would be would be
another reason to deactivate the prior one.

If so, then "period of inactivity" can be a risky way of trying to find
such a period.

The NEP has logic to periodically scan a linked-list of the "active"
service programs to determine whether some may have "expired".
