Perhaps you forgot to add the .mbr?
I created a new PF this way

When I used 5250 the contents of that member were not quite what I
expected:
DSPPFM ROB/PST
*...+....1....+....2....+
1 file(s) copied.
****** END OF DATA ******

Probably an issue with the method of using 'copy con' to generate a test
file. Yep. The DOS type command shows that is the contents of that text
file.
