That worked.
But the resulting file is savf not a PF.

put -transfer=ascii c:\lockbox\brc\lkbpcs.lkb /qsys.lib/pauls.lib/lkbpcs.file

I also changed the command from winscp.exe to winscp.com.
This allows the sender to confirm the result.

Reminds me of a long discussion about whether libraries and their objects are in the IFS or not...
