I think I found the grounding lugs.

What I thought might have been grounding lugs are two adjacent holes
(which kind of match the terminal on the cable). There's one pair at the
top center, and one pair at the bottom center. Now I don't think these
are it. I think these are for mounting some sort of cable management
system.

If you look at the top back, right next to the number 36 (for the 36th
Unit) you will see a sizeable threaded hole on both the right 36 and the
left 36. It's within an inch of that number.
There's a pair of these at the bottom but much further down than the 1.
More like on the external bottom edge of the rack.
I want to use a top one.
First I need to find a threaded screw to fit it.
Next I have to hope that the ground cable at the data center will reach
it. I am really doubting it.
