Interesting...

The help seems to imply that journalling can be started on existing
objects...

"The Start Journal Library (STRJRNLIB) command is used to start
journaling changes (made to a library or list of libraries) to a
specific journal, and optionally to start journaling changes to
objects within the library or list of libraries. "

Oh well..I knew it didn't used to work..but I thought I'd recall seeing
that it had changed.
