Sure, you can start it....STRJRNPF

In the past, it always had to be started manually. In recent releases, IBM
added functionality (STRJRNLIB) so you could configure a library such that
journalling would start auto-magically.

In contrast, (IIRC) creating an SQL schema as always resulted in new
created tables inside the schema being journaled.
