I am running Windows 7 Pro 64 bit and a Windows 10 VM on top. I just opened my windows 10 system, went to java.com and downloaded java. Then on the windows 10 Pro Version 1511 (64 bit) I was able to open the TS2900 we have using IE 11, not Edge. All I had to do is add the url to the trusted sites list in JAVA.

Click on Start and then type configure java, click on the security tab and then edit site list. Add your tape drive URL as : http:// followed by the URL you are accessing. For instance mine is http://ibmts2900 without any domain info.

You will have to accept the security warning. If you are not prompted with a security warning, go back to your java configuration Security tab and click on restore security prompts.

So with only the latest version of java installed, the site exception added and no other changes made, it works. My TS2900 is at library firmware version of 0021.0000 and drive firmware of BBNF.

That's why I still have the old XP laptop. At least one client requires
a VPN that only works on XP, nothing since, so I keep it around.
Guess we just found another use for it! (It takes like 5 minutes to
