I found it.

It seems that if you don't specify an explicit "conversion CCSID" (by using the CCSID flag and a fourth parameter with the desired target CCSID, presumably 37 for most of us), and the file CCSID isn't strictly single-byte, it doesn't like it (no matter what the job CCSID is).

Solution is to go from
EVAL FD = OPEN(%TRIM(PATH):MODE)

(where MODE is the open-mode, or OFlags, NOT the file permissions mode!)

to
EVAL FD = OPEN(%TRIM(PATH):MODE:0:37)

giving 0 as a placeholder for the (ignored) permissions mode, and 37 for the conversion CCSID.

Once in a great while, the Knowledge Center actually lives up to its name, imparting knowledge instead of heartburn.
