Some other things:

1. The "problem" system is LPAR 01 of 2 LPARs. The "lightning fast" system and our own production box are both single-LPAR boxes, or at least, that's how they identify themselves to a MATMATR 01E0.

2. Is there a way to find out how many processors the box has, and how much processor the LPAR has, from a terminal session?

3. They use MIMIX.

4. One of the most respected voices on the Tomcat list suggested that I take thread dumps while it's running a BIRT report, and surmised that I'd find a lot of threads waiting for the JDBC driver. Not quite sure how to get thread dumps . . . unless what he's suggesting is WRKJVMJOB Option 5, menu item 8, maybe?
