I have never used Tomcat on IBM i but have used it a lot on Windows.
It comes with a set of configuration files & startup scripts which tell each version on each machine how much memory to allocate, how many threads to start etc.
So it may not matter how much memory you allocate to the subsystem, if you haven't told Tomcat it can use it, it won't bother.
You'll have to do a bit of digging around to find where the 'root' directory of each Tomcat server is on your IFS, which will then lead you to those config files. Once you have found them, look at

to get an idea of the things you can tweak.
I'd suggest you compare & contrast the values in the 'fast' config against those in the 'slow' one to see what you might want to change

Did you check that all the DNS servers on the problem box are working
