I checked an lpar that is least likely for someone to have ran the CHGCMD
against RUNSQL.
Where allowed to run . . . . . . . . . :
*IMOD *BMOD *IREXX
*BREXX *BPGM *IPGM
*EXEC *INTERACT *BATCH
whereas SIGNOFF is set to
*IREXX *IPGM *EXEC
*INTERACT
So, yes, it should be allowed to be ran from the command line.

True, a simple 'SELECT' is not allowed. I think IBM's was not really
designed for ad hoc queries from the command line, with the results
intended for screen or printer. I think it's more intended for CL updates
and stuff. I disagree with this limitation but haven't pursued it too
much.

I've gotten pretty used to Run SQL Scripts for ad hoc.
For burying into a program for display or printer I would be more likely
to use my renamed EXESQL, or STMQMQRY or some other thing, if not a full
blown program.
