This has nothing to do with other vendors and their maintenance.

It has to do with keeping up to date a supported OS. Especially with the
SSL changes have been fast and furious in the last few years because of
security exploits and PCI/et al standards that are a requirement for most.

Vendor issues? Most of that is because people stopped paying maintenance
to that vendor. Tough luck for the "customers" I say. Sure some vendors
charge a small paperwork fee for the smallest of details. Others do have
a bit of insanity on their charges for changing serial numbers and stuff.
