IBM has sent me a test fix that corrects the issue.

It will be added to a future release of ACS.

I think what he is saying is that F3 may show up as a hotspot but F03 will not.
In this case I would open up a ticket with IBM and if you hear "working as designed" then open up an RFE.
Also, you may wish to check to see if your vendor's package has support for multiple languages. If so, they may store F03 in a message file or some such thing. If so then you can modify the message file to take out the extraneous zeros.

It is on all function keys where it is displayed with an embedded 0.

I would suggest logging a PMR ... if the function key is hot-spotted, it should function as a hot-spot.
