The good news is this is an empty 400. I am trying to get it going for use.
1. Can I reset the QCONSOLE password and sign on with that?
2. If I install new LIC. Will that remove the licensing that's on the
machine?

Well if you do not have ANY way to sign on then that avenue is closed.
As you also have no Service Tools IDS you are in a poor position.
You could slip the LIC on the machine with a new copy but that retains the
previous passwords for Service tools and thus gains you nothing.
You could re-install the LIC which would get you new passwords for Service
tools. Problem with this avenue is you delete the user data in the process
so know you know the passwords to an empty system.
