You could open it up in 5250 and see if it has an unrecognizable characters. That's not really a full validity check however.

It wasn't an authority and/or permission issue.
Somewhere in my httpd.conf file, there was a bad character.
I cleared my httpd.conf file, copied it from other LPAR, which was working.
Then edited the IP.

Is there a tool or something that would check/scrub the httpd.conf file for a validity check.
