We had a similar issue last month on a couple systems. I had two sessions locked up including the console, both of them trying to work with a TS3500. ENDJOB didn't work, ENDJOBABN didn't work, one of the session was locked trying to do WRKMLBSTS. IPL was abnormal obviously and IBM recommend these PTF's which after applying and testing did fix the problem.

Our TAPMLB01 3573 library has a lock from an interactive job request that never completed.
The interactive job was issued an ENDJOBABN.
The interactive job will not end.
TAPMLB01 was powered off/on, with the hope the lock would release.
This all occurred following the relocation of our system to a new data center 24 hours prior..
The move was successful, everything operational.
We did have some messages for TAPMLB01 this morning.
