Looks like you have to use Disaster Recovery/Disaster Recovery to the same system (Basic) section.

When installing LIC, the option 2 formats the load source unit, deletes all storage information, and restores LIC. Later in the procedure, when restoring IBM i Operating System, you will format all other, but load source, disk units.
