If one is current on maintenance, hardware, software,
and you do it internally,
consider it part of "other duties as assigned".
Now I'm sure the consultants can put a dollar figure on that (such as the
risk of the guy who has never done an upgrade vs someone like Pete who can
do these in his sleep)

And my "If" may be considerable.

7.1 to 7.3, while it should be done carefully, is not nearly as
cantankerous as V5R4 to something higher.

And I agree, to a point, about your argument that if 7.1 is under support
then stuff like this should be kept up to date. All the more reason IBM
should announce the date for end of support for 7.1. Especially since
they promised a year's notice.

I predict, solely based on IBM track record and on no insider information
whatsoever, that IBM will end support for 7.1 prior to the end of 2017 and
everyone should budget to be past that in their next year's budget.
