However, I do. Especially from a company pushing standardization.

But you can easily "standardize" the keyboard mapping to include your
shop-preferred bindings. Configure once, install everywhere. If you
had to futz with any other configuration settings anyway before
rolling it out to the users at large, you could easily have futzed
with the key bindings while you were at it.

Was it a mistake for IBM not to include those particular bindings
right out of the box? Absolutely. That doesn't mean the feature was
broken.

You might as well say the "Enter" and "Field Exit" features were broken too.
