IIRC, CHGQRYA requires job control authority, so that's not a practical solution. The queries in question were killed after 1+ hours, so a limit of 2-3 minutes should work for me.

I don't see any difference in what they actually do. The system value can be set, and you can override with the CHGQRYA command inside a job.
Or you can override it in a QAQQINI file.

No matter what, the optimizer estimate the run-time, and if the estimate is greater than this value, the query is not started.

This is an estimate only - queries COULD take longer, but this might give you some control. Maybe you would want to create different QAQQINI files for different scenarios. You don't want to do something that will block your regular batch reports or the like.

But you could add either the CHGQRYA command to the initial program for certain users, or use the several settings in a QAQQINI.
