When a password has expired, on the following login, you are automatically prompted to change it. The language in which this is presented to the user depends of the order of libraries in the system part of the library list. But the request to change the password occurs before the user initial program can run so all users are presented with the request in the same language regardless.

Did you try to play with the subsystem routing entry program to set the
library list ?
Or maybe setting two distinct subsystems, each one with the SYSLIBLE
secondary language library parameter properly set ? Or a mix of those
two if you cannot assign the job to the appropriate subsystem. For example:
Routing entry program in a generic subsystem detects the user profile
language then transfer job to the subsystem with SYSLIBLE parameter set.
I did not run any test, these are only roads to explore. And there are
probably easier ways to proceed.
