I do not think that it will work(ever) at Excel 2013, while your version
was not given, I jumped to the assumption.
Problem(Abstract)
This document explains how changes in Excel reduce the functionality of
the data transfer add-in.
Symptom
Changes in Excel 2013 cause problems launching the Excel data transfer
add-in.
Cause
The behavior in Office was modified and causes the add-in to not be
launched.

Is it part of the the platform independent package or the platform
dependent one?
My previously working data transfer add-ins have stopped working.
But I've recently moved to the new ACS client. I'm thinking there's an
issue there.
