Do not conflate the effects of various different programming languages; not all HLLs cache the address like RPG. The CL CALL re-resolves the named PGM() each time, best I recall; and, a snippet of text from a web search, apparently from an online book "Chapter 12: CL Programming", the "Programs are called dynamically and memory addresses are resolved at run time." shown preceding a CALL example.
