An update:

So, IT DOES search other directories if you have used that directory before
in a prior download. It claims to only load a file called "dlmgr.pro" onto
your system, and when I looked I found one there, pointing to a V5R4
directory (you can guess how long ago I did that) as the initial directory.
So now I'm not sure how it figures it out. When I downloaded V7R3 it was
into a brand new directory that did not exist 15 seconds before I started
download director, so while it claims to only check for downloaded file in a
previously used directory, it lies. It checks the entire drive letter.
Why is this a problem? For instance PowerHA was not refreshed so V7R2 is
the latest version, sobeit. (it was updated with TRs and PTFs) If you want
a complete list of the software at one specific version, then you have to
cobble together all the files. Too much room for real trouble.

We've asked many times. As I understand it, IBM legal has some kind of a
conniption every time someone suggests a more rational approach. It took a
very long time for them to get Access Client Solutions moved out of ESS for
the first download so the license agreement could be agreed to, and I think
that took nearly an act of God to get done. (thanks Tim!)

That said the folder I downloaded to (with a 73 in the name) was right
next to 71 and 72 and those both have XML toolkit in them and it did
not find those or complain they were duplicates which as you say they are.
My guess is that it's not really searching for them it's looking at
Download Director previous downloads so DD knows it has grabbed those
files previously. In my case it was the first time I got DD to work on
that VM so it had no history to befuddle it.
Perhaps locate a previous downloads or history file and smoke that??

For instance, apparently the XML toolkit was not updated, OK, no
issue with that but don't search the drive letter and say you
downloaded this before on some other directory (V7R2) so now I won't
download it. It makes getting a complete copy of a distribution
really hard.
Download directory drives me nuts. If the designers ever had to live
in the real world outside of IBM's glass house they would understand
their specifications are awful.
