Creating multiple linked tables is Plan A. There wouldn't necessarily be a 1-1 relationship between record format and new table. Some of the existing formats belong together and were only split up because they exceeded the file length, while other formats had differing data put together.
25 formats was an off-the-cuff guess. They are identified with letters but don't appear in alphabetic order. I'd have to check the documentation to get the exact count.
