I vaguely remember, either a PTF or a dtaara, that when installed, got rid of the 8 limit.
Not able to locate that link/tech doc.

I opened a ticket with IBM on this.
They're thinking that line about certain communications requiring 8 characters or less in the password is an obsolete legacy statement from back on OS/400 which continued to be carried over in the manual and never deleted.
