Has anyone written VCP or Command Exit programs for the Library List Manipulation commands ...

...in order to restrict the use of certain library names as parameters on these commands???
I know this can be done by excluding access to a library using object authority, but I don't want to exclude access, I just want to prevent a user from adding or removing certain libraries from their library list. Specifically users who have command line access within their jobs and sufficient authority to use these commands from those command lines or CMD screen.
