No, this list is not for hardware specifically, it's for "technical
discussion". A lot of programming is discussed on this list,
especially when it's not tied to only one programming language, or
when it straddles programming and system administration, for example.

The only reason the Web list was suggested was that the readership of
that list is more likely to be fluent in PHP, thus you *might* find
more PHP-specific help there. But actually, your question didn't seem
particularly Web-specific to me, so if you're just going by the
intended *purpose* of the respective lists, then your question is a
better fit here.
