I figured it out.
To change the %, you must use upper case - SMSETTEMPSIDWRAP, then for options, type a number 30 to 95.
To view the %, you must use lower case - smgettempsidwrap, then for options, Get Temporary Address Threshold
DISPLAY/ALTER/DUMP
Running macro: SMGETTEMPSIDWRAP GET TEMPORARY ADDRESS THRESHOL
Temp Sid Wrap Threshold: 30%

Seems so conspicuous that the twice-noted smGET... operation provides the /view/ [per "retrieve the current setting" in "Notes:"] of what was established by the smSET... [or as possibly "reset" by the LIC, per the /snipped/ text quoted from the TechNote document], perhaps I did not understand the question.?
