When I restored the files the constraints pointed to temporary library that
I used to restore.

I had to delete the constraints and recreate them. I had to use Client
Access to generate SQL for each PF so I could find the constraint
definition.

I don't see any errors or any indication of why they are going to
established. The data is correct, one RI is as simple as valid building
and I ran a query to make sure that there were no invalid records.
